Which Wisconsin Electrician License Are You On?

24 hours of continuing education every year, not every four

SPS 305.45 sets the term at one year and asks for at least 24 hours of acceptable continuing education before the expiration date. A journeyman owes the same 24 hours over four years. That's the heaviest load in the whole Wisconsin set sitting on the credential with the fewest requirements to get, and people who assume it works like the licensed grades find out at renewal. Individuals in a youth apprenticeship program under Wis. Stat. 106.13 are exempt.

Sponsor first, contract second, DSPS registration third

People apply to DSPS and then find they can't finish. The registration is a DSPS credential, but the contract behind it is a Department of Workforce Development matter, registered by the Wisconsin Bureau of Apprenticeship Standards. Form 3102 asks you to upload the contract or proof of electrical indentureship, so you need a sponsor before any of it starts. If you want to be working now rather than waiting on an intake window, the registered electrician enrollment needs no contract at all.

The residential card doesn't convert into the general one

There's no exchange route on form 3111. If you later want the general journeyman license, you qualify on SPS 305.44 and sit that examination, which is a wider paper. Form 3111 carries no reciprocity category either, so a residential license from another state buys you nothing here. Only 256 people held this card as an active in state license on 06/01/2026, against 6,791 general journeymen, so think about which one your work actually needs.

Come in by apprenticeship and missing your hours costs you the exam

The rule says a person who got the license without passing the journeyman examination, and whose renewal is then denied for failing to meet the continuing education requirement, has to take and pass that examination to get the license back. So the apprenticeship route saves you the exam once and can hand it back years later. The industrial journeyman section carries the same rule. Anyone who sat the exam originally faces an ordinary late renewal instead.

A DSPS document request runs out after three months

Form 3105 says documents DSPS asks for "must be uploaded within three (3) months from the date they were requested." Miss that and you resubmit the application and pay the fee again, and SPS 305.02 says the fee isn't refundable. Form 3112 on the residential master side carries the same sentence. There's also no reciprocity category on this form, so an industrial electrician moving into Wisconsin qualifies on hours or an apprenticeship like anybody else.

Your hours have to be the kind of work the rule names

The residential master rule counts "electrical wiring work." The general master rule counts "electrical construction work." Those aren't the same phrase, and the difference shows up when a witness signs your experience table for one grade and you later want the other. Worth knowing on the way in: SPS 305.435 lets you exchange this license for a residential journeyman license and back again on application and fee, which is a route no other Wisconsin grade offers.

Two routes on form 3107 get missed

People count toward 10,000 hours when the form doesn't ask them to. A licensed journeyman with twelve months on the card qualifies for the master exam, and a bachelor's or master's degree in electrical engineering qualifies with no hours at all. Read the experience route carefully too, because the 10,000 hours over 60 months and the 1,000 hours a year for seven years are two ways of meeting one route rather than two separate routes.

The contractor license doesn't let anybody do the work

101.862(2) still requires each individual on the job to hold an electrician license or a registered electrician enrollment, and 101.862(3) keeps a master electrician responsible for the work at all times. Milwaukee shows what that looks like on paper, because section 222-13-2-a makes the contractor pulling a permit hand over a copy of its own license and a copy of the master electrician's. Note that the duty covers anyone who offers to engage in the business, so advertising the work is inside it.

Minnesota and Illinois aren't on the list

Both states border Wisconsin and both send electricians across it, and neither is named on any DSPS form we read. Bordering doesn't create a reciprocal agreement. Read the Iowa credential names closely too, because the journeyman form names the Journeyman A license and the master form names a Master A license acquired through a state examination in Iowa, so an Iowa master license obtained by Iowa's own reciprocity doesn't qualify on the face of the form.

A renewal notice you never got isn't an excuse

SPS 305.07 says the department mails a notice at least 30 calendar days before expiration, then says failure to receive one "shall not be considered as an excuse or good cause for failure to renew." Diary the date yourself. The other half people get wrong is timing. The hours have to be done before the expiration date rather than caught up afterwards, and hours used to fix a late renewal can't also be credited toward the next cycle.

A scoped license isn't a rung on the general ladder

Residential journeyman and industrial journeyman are separate licenses with their own scopes, not lower grades of the journeyman license. Neither form carries an exchange into the general grade, so you qualify under SPS 305.44 and sit the journeyman paper the same as anybody else. Hours you worked inside one plant or on dwellings still count as hours, but they have to be witnessed on the experience table for the grade you're applying for.

City wording can sound like a city license when it isn't one

Green Bay tells you the work must be done by an electrical contractor licensed in Green Bay, and its own permit application then asks for a State of WI Electrical Contractor Certification number and a WI Master Certification number. Those are state credentials. Ask the inspection office two questions before you work somewhere new: who may pull an electrical permit here, and what do you want to see on the application. If a city tells you something different, get it in writing.
