The committee that covers Oshkosh
Oshkosh sits in Winnebago County, inside the Appleton/Oshkosh Area Electrical Joint Apprenticeship Committee jurisdiction: "All of Waupaca, Outagamie, Waushara and Winnebago Counties; and portions of Marquette, Green Lake, and Calumet Counties."
The committee's address is Local Union 577, 1024 South Lawe Street, Appleton, WI 54915. Its Electrical (Construction) Apprenticeship runs five years, with a minimum of 8,000 hours on the job, a minimum of 800 paid classroom hours and a minimum of 200 hours of unpaid instruction, and applications are taken year round from 8:00 a.m. to 4:00 p.m. each workday.
Entry is age 18 or over, a high school graduate or GED, one full year of high school algebra at a passing grade of C, and official high school transcripts.
There is no Oshkosh training center
We looked in three places for one: the Wisconsin Building Trades Council training center map, wijatc.org and the Local 577 site. No separate Oshkosh electrical training center address appears on any of them.
So an Oshkosh candidate applies to the Appleton committee and travels for class. Fox Valley Technical College's Electrician Apprentice (ABC) program, number 50-413-9, is delivered at the Appleton campus, 1825 N. Bluemound Drive. FVTC operates other Wisconsin locations, and we did not confirm that any of them delivers this program.
That is not a criticism of the city. It is a practical fact worth knowing before you plan a five year commute.
And two different aptitude tests are named
The committee page says applicants "Must complete the ACCUPLACER Test as administered by Fox Valley Technical College."
IBEW Local 577's own site says applicants "Must attain the established norm on the Electrical Training Alliance Apprentice Selection Test Battery."
Both are sponsor sources, they name different tests, and neither has been corrected against the other. Ring the committee and ask which one you will sit.
What the City of Oshkosh actually licenses
Oshkosh's license information page for contractors and homeowners names two DSPS credentials, the Dwelling Contractor Credential and the Dwelling Contractor Qualifier Credential, renewed every two years, and directs readers to DSPS for the rest.
It says nothing about electrical licensing specifically and describes no City of Oshkosh electrical license. The only homeowner exception it states is that "A homeowner who is also an occupant may apply for and obtain permits for remodeling their home."
The city's electrical permit application PDF redirected to the site homepage when we tried it, so we cannot tell you what that form asks for. Inspection Services and the permits index are linked below.
Where an Oshkosh candidate sits the exam
Oshkosh is not one of the six Pearson VUE cities DSPS names, and DSPS runs no 2026 sitting of its own here.
DSPS does run six 2026 sittings in Appleton, at the Doubletree By Hilton, 150 S Nicolet Road, on January 13 to 14, March 24 to 25, May 5 to 6, July 28 to 29, September 22 to 23 and November 24 to 25. That is the same city as the committee.
The Pearson VUE cities are Eau Claire, Madison, Brookfield, Kenosha, Ashwaubenon and Milwaukee. Once you pick Pearson inside your LicensE application, DSPS says you cannot revert to a DSPS exam location.
Your next move in Oshkosh
Starting out, take the registered electrician enrollment so your first day is legal, then apply to the committee in Appleton or to an ABC approved employer.
Already working, count your hours against the grade you want and file in LicensE. If your work is houses, the residential journeyman grade needs three years at 1,000 hours a year rather than the journeyman grade's 8,000 hours over 48 months.
Then book against the Appleton dates and count back 30 days for the application.
